| Noise
policy is a cross-sectoral issue. As such it relates to many
and various elements in EU environmental policy fields, in
particular to regulations for improving air quality. This is
why broadly-based and integrated approaches to solutions are
required. Adoption of legislation in this field by candidate
countries - as in EU member states - also requires
implementation procedures in planning measures at regional and
local level
A primary objective of this
publication is to provide detailed information for candidate
countries on integration at national, regional and local level
with regard to current and future EU noise policies, and thus
to facilitate the process of regional and local implementation
of harmonised environmental legislation. In the conclusions essential issues are raised; there is discussion on overcoming problems in the harmonisation process, with special emphasis placed on implementation of noise abatement concepts at local and regional level. |
