   Raising awareness in candidate countries for future EU noise policy

Noise policy is a cross-sectoral issue. As such it relates to many and various elements in EU environmental policy fields, in particular to regulations for improving air quality. This is why broadly-based and integrated approaches to solutions are required. Adoption of legislation in this field by candidate countries - as in EU member states - also requires implementation procedures in planning measures at regional and local level

A primary objective of this publication is to provide detailed information for candidate countries on integration at national, regional and local level with regard to current and future EU noise policies, and thus to facilitate the process of regional and local implementation of harmonised environmental legislation.
Insights into how current and future EU noise policy is developed or agreed are included as exemplified by the future EU directive for environmental noise and the new EU directive regarding equipment for use outdoors.
With a view to the harmonisation process of EU legislation at national level in candidate countries, principles and regulations in existing national noise policy are assessed and evaluated. Moreover, the publication addresses practical questions with regard to implementation of noise policies at local level as shown in candidate countries and in EU member states.

In the conclusions essential issues are raised; there is discussion on overcoming problems in the harmonisation process, with special emphasis placed on implementation of noise abatement concepts at local and regional level.

Lärmschutz ist ein querschnittsorientiertes Feld der Umweltpolitik. Er berührt verschiedenste Bereiche der EU-Gesetzgebung, insbesondere die Regularien zur Luftreinhaltung. Deshalb sind breit angelegte und integrierte Lösungsansätze erforderlich. Die Beitrittsstaaten müssen - wie die Mitgliedsländer der EU - im Zuge der Angleichung ihrer Gesetzgebung an EU-Standards ebenfalls Verfahren zur Umsetzung von Maßnahmekonzepten auf regionaler und lokaler Ebene entwickeln.

Ziel dieser Veröffentlichung ist es, in den Beitrittsländern auf die nationale, regionale und lokale Integration der gegenwärtigen und der zukünftigen EU-Lärmschutzpolitik aufmerksam zu machen und damit zur Erleichterung des Umsetzungsprozesses beizutragen.

Beispielhaft werden der Entwicklungs- und Abstimmungsprozeß der zukünftigen EU-Richtlinie über Umweltlärm und die neue Richtlinie über umweltbelastende Geräuschemissionen von zur Verwendung im Freien vorgesehener Geräte und Maschinen dargelegt.

Hinsichtlich der Übernahme der EU-Gesetzgebung werden die gegenwärtigen nationalen Lärmschutzpolitiken in den Beitrittsländern dargestellt und ausgewertet. Ferner werden in der Publikation praktische Umsetzungen auf der lokalen Ebene und die daraus resultierenden Probleme anhand von Beispielen aus West- und Osteuropa vorgestellt.

In den Schlußfolgerungen werden wesentliche Aspekte zur Verbesserung des Angleichungsprozesses, insbesondere im Hinblick auf die Umsetzung von Lärmminderungskonzepten auf regionaler und lokaler Ebene, erörtert.
